Altarum supports the Substance Abuse and Mental Health Services Administration (SAMHSA's) ATR grant program by providing technical assistance and training, developing multimedia resources, and designing and running in-person and virtual meetings to help states, tribes, and community-based organizations develop recovery-oriented systems of care.

The ATR program is a voucher-based system of care for individuals impacted by substance use problems that offers individuals choices in how they pursue recovery from addiction.

Altarum provides clinical, management, and fiscal expertise that enables state and tribal grantees and their provider networks to develop cost-effective, efficient programs for specific populations, including returning National Guard members, youth, and justice-involved peers and families.
