This is the first of three projects in which Altarum supported the Texas Health and Human Services Commission in court-ordered studies resulting from the Frew v. Hawkins legal case.

The No Care study looked at Class Members who were enrolled in the Texas Medicaid Managed Care but received no health care services covered by managed care, or received only emergency room or inpatient hospital care (No Care).

Our project assessed whether there were barriers that caused Class Members to receive no care or receive only emergency department or inpatient hospital care and, as appropriate, identified those barriers.

Altarum made recommendations for strategies to address any barriers that caused Class Members to receive no care or receive only emergency department or inpatient hospital care, including strategic initiatives, corrective actions, rewards, and/or sanctions.
