Max Burke PortraitMax Burke is a seasoned leader and health care management and consulting professional with more than 35 years of experience working with large governmental organizations, including the U.S. Departments of Defense, Veterans Affairs, and Health and Human Services and an array of state and local government agencies.

Mr. Burke specializes in the development of community-led engagements that encompass hundreds of Veterans, active-duty military, and civilian service providers across California, Texas, and Michigan. Under his leadership, these efforts have resulted in the creation and sustainment of five 501(c)(3) tax-exempt nonprofit organizations and the expansion of several others currently at varying stages of maturation.

Based in San Antonio, Texas, Mr. Burke has led more than 40 engagements for Altarum Institute over the past 19 years and is the current Lead for Altarum’s Stakeholder Engagement Community of Practice. He is also the Operations Manager for our San Antonio Office and leads our Michigan Veteran Community Action Teams program support work. Past responsibilities include serving as our Program Analysis and Evaluation Practice Area Deputy, which encompassed the largest Hospital Consumer Assessment of Healthcare Providers and Systems survey practice in the country, fielding more than 5 million surveys per year.

Mr. Burke is a former member of the U.S. Air Force Medical Service Corps, with more than 25 years of service, which included assignments as a Medical Squadron Commander, a Hospital Administrator, an Inspector General, an Aeromedical Evacuation Officer, a Medical Group Manager, and a Managed Care Executive.

Mr. Burke holds master’s degrees in business (health services management) and health services administration from Golden Gate and Baylor Universities, respectively, and a bachelor’s degree in administration of allied health services from Southwestern Oklahoma State. He is a Fellow in the American College of Healthcare Executives and a Certified Project Management Professional.
