Better Care for Mothers, Children, and Families
How do we help Medicaid, CHIP, and Title V work better together?
For more than two decades, Altarum has worked with the Health Resources and Services Administration (HRSA), its Maternal and Child Health Bureau (MCHB), and state agencies to strengthen the systems that serve mothers, children, and families. We work across the public programs built around that goal, including state Medicaid, the Children's Health Insurance Program (CHIP), and Title V—and the national organizations that connect them.
Our flagship Maternal and Child Health initiative is the Center for Maternal and Child Health Medicaid Partnerships (CMMP), a five-year HRSA-funded effort launched in 2024 in collaboration with the Center for Health Care Strategies, Family Voices, and the Association of Maternal and Child Health Programs. CMMP helps states align Medicaid, CHIP, and Title V through interagency agreements, financing strategies, and coordinated service delivery. These programs serve millions of children, including those with special health care needs.
Beyond CMMP, we evaluate programs, design technical assistance for state agencies, and turn findings into tools and resources state teams can use.
We also help states build strong early childhood systems. Through our Early Childhood Systems Technical Assistance and Coordination Center (ECS-TACC), we delivered more than 400 technical assistance sessions, helping states complete strategic plans, evaluations, and asset-gap analyses that strengthen integrated systems of care for children from birth to age 5 and their families.
Altarum leads strategic support services for MCHB's Pediatric Pandemic Network, helping children's hospitals and their communities prepare to care for children during disasters and public health emergencies. Strong pediatric readiness in emergency departments can significantly reduce mortality among critically ill and injured children. We provide the operational backbone, strategic planning, and assessments, as well as publications that spread research-informed practices across the Network.
Across all our work, the goal is the same: Advance health missions by equipping our partners to act on what they learn, so the mothers, children, and families they serve receive the care they need.
