Ray Winn had a consulting career at KPMG, BearingPoint, and Deloitte serving commercial and federal government clients. Ray retired as a senior partner at Deloitte, focused on Deloitte’s largest global commercial clients across all industries. He has an in-depth understanding of the federal government market, federal government contracting, and the aerospace industry. Ray was also the leader of Deloitte’s Federal Advisory Practice which served all cabinet-level agencies. In addition, he was a member of Deloitte’s Operating Committee, Advisory Executive Committee, Federal Executive Committee and Deloitte’s nominating committee which recommends Deloitte’s CEO and Board members for partnership vote. Prior to Deloitte, Ray was the Chief Operating Officer of BearingPoint’s Public Services practice, and CFO of Orbital’s launch system’s group, Orbital’s corporate CIO, and Orbital’s SVP of group operations.
Ray has an MBA with a concentration in information systems and a master’s graduate certificate in information resource management from George Mason University, as well as bachelor's degrees in finance, accounting, and decision science. He has been an adjunct professor of system thinking and business simulation for George Mason University's MBA program.
