Altarum has spent decades working alongside federal agencies, states, territories, Tribal organizations, and community partners to help them strengthen workforce skills, improve program performance, and build the internal systems to sustain what they start.
We tailor our training and technical assistance (TTA) to each partner's goals and operating environment, helping sustain progress over time.
Organizations facing shifting federal requirements, a tight workforce, and complex program environments need more than just information or a training curriculum. They need a partner who understands their context, can work within their constraints, and will help them build the capacity to keep moving forward on their own.
What We Do
Our teams operate national technical assistance (TA) centers, support multistate initiatives, and work directly with individual organizations. We scale each engagement to the partner’s situation while maintaining consistent quality across programs and settings.
Our work spans three interconnected approaches:
- Direct organizational TA: We work side by side with partner organizations — assessing what's working, identifying gaps, and building the specific systems, skills, and practices they need to improve. This isn't advice from a distance. We embed in the work, learn the context, and stay until the changes hold.
- Peer learning and community exchange: We convene grantees, state agencies, and community organizations to learn from each other, not just from us. Practitioners doing the work right now often know what's working before anyone has written it up. We create the conditions for that real-time, field-generated knowledge to spread across programs, geographies, and organizational contexts. We build peer relationships that outlast any single contract.
- Policy translation: When federal guidance shifts or new requirements land, we help partners understand what it means for their programs and how to act on it. We bridge the gap between policy on paper and practice on the ground, working within real operational and political constraints.
Building Sustainable Capacity
The measure of our work isn't what we deliver—it's what remains when we're gone. We aim to make ourselves unnecessary. That means the systems we help build keep running, the staff we train go on to train others, and the evaluation approaches we co-design let partners track their own progress without us. When a TA center closes or a contract ends, the capacity stays.
Across Our Focus Areas
Our TTA work runs through nearly every focus area we touch. We bring deep experience working with and on behalf of specific populations: people affected by behavioral health conditions and substance use disorders; mothers, children, and families across the lifespan; communities with limited access to nutritious food; and military service members, veterans, and their families.
We also work within and across the broader systems that shape health: Medicaid and Medicare, including dual eligibility and long-term services and supports, and public health data infrastructure, including modernization and interoperability.
Across all of it, we advance health missions by building stronger systems and more skilled teams so the programs that serve these populations keep improving long after we're gone.
